if you do still have it
just simply make a new mod folder and move all your mod files there
if you want to change patches you can just simply recode it back to you're desired patch
but you kinda have to download notepad++
if you dont have one that is

 go the country part of the modding tool
and select the country tag you already made or choose in this website

after that click the load map button 
then wait
and be patient because if you dont it would just crash right to you lol
then go to the state tag
select the state you want to set to your country
and afterwards click save
thats all
unless you dont have a country tag in your country modding tools
