Is the name and tag of your country, in your mod list, the same as the game uses.
For example, if you want to alter Germany you need to use the tag "GER" and the name shown on the mod list has to be "Germany". Names inside the country tool don't matter, but the one on the mod's page has to be the same as the filename the game uses.
