When I try to set a capital It doesn't set the capital, so when I try to export the mod it says no capital set. 

I have fixed an issue on the misc tab which was causing the capital selector to not appear.

This error should now be fixed (I have set the capital to a random state whilst testing the problem, so that will need changing to what you want it to be)

Ah, that's an error with importing, not exporting.

Are you importing the correct file? 

Country History file would be found at: C:\Program Files (x86)\Steam\steamapps\common\Hearts of Iron IV\history\countries

With a file name of "TAG - Name.txt"

Thanks for clarifying. Looking at the Philippines file upon import to a blank focus tree, I couldn't import the file either due to no army/navy leaders being imported alongside it.

I've changed the import code to ignore the requirement for those. You should be able to import just the History file just fine now.

I still can't import the file it still gives me the same error.

Which nation's file(s) are you trying to import?
