So the issue here is that whenever I try to import a country's idea, the website not let me do it.

What the website basically do is that, I select the right idea files but, then the website says it is the wrong files and refuses to import them.

Which file, and localisation file, are you trying to import?

I'm trying to import the USA ideas and the localisation files for my mod
