How does one go about creating traits for leaders and generals the discripter in the country maker doesn't exactly explain it very well.

It currently isn't possible to make new traits. This will come in the form of a new tool, for now you can only use the vanilla traits.

How do you add vanilla traits to generals? I am curious to know how you enter the traits.

For now, as a trait selector is still in the works, you would need to get the trait ID from the game's files.

For a general/field marshal/admiral, you would need to look in the file: 

C:\Program Files (x86)\Steam\steamapps\common\Hearts of Iron IV\common\unit_leader\00_traits.txt (assuming default install on Windows)

For country leader:

C:\Program Files (x86)\Steam\steamapps\common\Hearts of Iron IV\common\country_leader\00_traits.txt (assuming default install on Windows)
