The rulers of some countries are displayed as no commander and if i start a game they become generic leaders

Any leader which has the name "???", or is empty, such as that for Communist Napoleonic France, will not generate a leader for the country and the game will have to randomly create one - which only happens after you start playing.

So if there's any leaders you haven't given a name (and portrait) for the starting ideology, you will need to do that.

so your nation needs leaders for all ideologies and not only the one you chose as the ideology they start the game with?

Not necessarily. However, if your nation is starting without a defined leader it will say "No Commander".

Napoleonic France is non alligned and has a picture and name yet doesn't work

republic of germany also has about the same things yet it does have the leader

Same problem is happening to me, have you found a fix?
