How do I give/take away available factories and dockyards from a tag? Mind you, I'm not talking about off-map factories. The only other effect I've found that is similar is the exile donation modifier, but that can only be used to add factories and not for taking them. Also I don't want to remove the buildings, I just want to make them unavailable, like when subjects have them removed
