Ive checked everywhere and have not been able to find an answer that works. Edit: I also don't see an option to add dockyards.

You would create an event in the events tool, which would have the "Is triggered only" checkbox ticked.

In the focus/event/etc. the Soviets have, you would have the reward:

EVENT_TYPE = { #This will be either news_event or country_event - depending on which type of event you created

id = YOUR_EVENT.ID #This is the text which shows when you hover over your event in the event tool

    days = 1 #How long it takes for the event to fire (number should be 1 or higher)

Also, a quick-build option for dockyards, similar to military & civilian factories, should now show in the builder
