All i need to know is do I have to delete the files and Re add them, I want to know for the reason that I did not add a Selected Country for the start date and the game gliched out....Thanks to anyone who answers!

You can either delete the contents of your mod's folder and re-add all files, or you can overwrite files which are different size/newer. It doesn't really matter which way you do it.
