So I get that under many circumstances people would want a controlled civil war, but I have issue with this.
The civil war think is made complex, which would be good, but you can't do a random one.
All I ask for this time is a simple civil war effect, that allows you to, say, start a civil war in the country with the event/focus/decision regardless of country. It's pretty annoying not being able to do this, bc in my mod (The Revolutionary Wars), I wanted to have the Chilean monarchist uprising event allow people to "get rid of their monarchists if that's what it takes" (which would only be available if they weren't non-aligned) which would declare war on the Democracy in Chile whilst starting a civil war in their own country, but noticed the fact that you'd have to have set states, and I am NOT making civil war events for everyone! A simple civil war thing would be nice as it would let me have something for everyone to cause a civil war if they wanted.
