The title kinda explains itself, I really want to make just national spirits, but I need to rework an ENTIRE country just to make a functioning national spirit. Please make the ideas page able to add things to countries without having to edit a country.

Unfortunately, that's not how the game's coded to work. National spirits are added on the country level (if you want the nation to start with them, at least).

If you're trying to just add to a nation, the best way would be to copy the country's file to your mod, and add the ideas in the text file there.
