Countries not loading

For some reason, only my custom country, where it has cores, and parts of switzerland, slovenia and france have countries.

EDIT: I figured it out. It added all states to the mod file, but deleted their owner flag. I don't know why it did that, so there is still a bug.      EDIT 2: Re-downloading the mod, it now works, even though I tried multiple times earlier today where it didn't work.
