Make it so you can rearrange the order countries are displayed in the edit country panel and such

The new update requires you to do everything twice like generals because you have to make them in the characters and then switch over to the country and add it in the military tab which is so annoying and wasnt an issue before this trash update. Also the new update broke the export tool

Please go back to the old country maker or fix this one
