I've had this problem yet I was able to find out that it worked with the popularity was on 25.00, but if I switch to anything else that isn't 25.00, it doesn't seem to work at all.

Could you give me an example of a country where you're having this issue?

I'm having the issue with almost every country, although I found a workaround that you could just put the ideology of the country at 100 popularity and the rest on 0, I'm still not able to even it out with the other ideologies being other numbers.

I just changed the percentages thats what fixed it for me
