Is there a way to have custom start dates and such?

I want to set my overhaul mod in 2032. Can I do that with these tools, or will I have to do that elsewhere?

You will be able to do it soon, just not yet. I'm hoping for start dates and ideologies to come soon (early-mid July - as an estimate)
