Why does my event don't trigger at an other country?

So i made it, that if Austria finishes the focus "Austria wants an non-agression pact" that Germany gets an event where it can say Yes or No. In the focus it says that Germany gets this Event, but if i switch to Germany before Austria finishes the focus, nothing happens.
Can someone help me?
