How do I determine who my event is shown to?

I am trying to create an event, that triggers after Japan has conquered various islands in the pacific and the US has lost a significant amount of ships, which will give Japan an option to peace out and seize all the US Pacific holdings. Everything seemed fine, I was able to find all the right commands and parameters that were required but my question is: How do I decide who gets the event?
