There is a very good tutorial on how to create states by The Iron Workshop. I would suggest using a code editor like Visual Studio (or whatever the blue one is) for coding HOI4. if you use the blue editor use "HOI4 Mod Utilities" by Chaofan (https://marketplace.visualstudio.com/items?itemName=Chaofan.hoi4modutilities)
