what happens when you start a hoi4 game with the mod and just the mod active? 

I think you might have to go into the files and change it yourself. If/ when you go into the files don't use Notepad and make sure to save it as UTF-16 BOM.

it does require some tune ups through a IDE of your choice (Just not Notepad for the love of god)  

To add or remove ideologies for a country, you need to go to Your Mods, select the mod in question, then click on the country and the pie chart. This will enable you to modify the avaliable ideologies for that country.

You can use Visual Studio Code to edit/ make traits via the 00_traits.txt

There is a very good tutorial on how to create states by The Iron Workshop. I would suggest using a code editor like Visual Studio (or whatever the blue one is) for coding HOI4. if you use the blue editor use "HOI4 Mod Utilities" by Chaofan (https://marketplace.visualstudio.com/items?itemName=Chaofan.hoi4modutilities)
