You have to use Ideas to reduce Consumer Goods
For example:
Cool_Ideas_1 --> consumer_goods_factor = -0.1 (which would make it to -10%)
How much weight do you lay on realism in the mod? From Kaiserreich Lore Writers to Road to 56 to Red Flood, where does your mod fall?
How many alt-history paths are planned, and how close to realism (IRL treaties and movements are they, if there are any)?

Here are the different levels of autonomy.
Integrated Puppet < Puppet < Colony < Dominion < Independent/Free (For democratic puppets for example)
I tried exporting the mod with the new starting national spirits, however no nation actually ends up having any of them.
The problem seems to be that it doesn't export Prefixes.

I recommend checking if you are deleting the right Country before actaully deleting it.
For Focus Tree you can either put it in Rewards or Effects with:
add_ideas = prefix_cool_idea
remove_ideas = prefix_cool_idea
I have the same problem:
The events are:
poltical.23, poltical.22 and poltical.21 respectively.
They fire up and neither buttons have effects, only that they fire again every week.
